Phillips Concrete Construction was established in 1996.  We are a locally owned company, located in Gray, TN., servicing the concrete needs throughout Northeast Tennessee and Southwest Virginia.  We provide a variety of concrete work, such as Commercial and Industrial work to decorative concrete.  Our company is equipped to provide foundation and footing excavation to the completed concrete producte.
